Job Summary: Alameda Health System is hiring! Under general direction the Manager of Engineering Services manages all aspects of the Engineering Services department, to including coordination of engineering activities, continuous improvement, determining staffing requirements, mentoring employees, and evaluating operational effectiveness. The incumbent will plan, manage coordinate and supervise the facilities' maintenance, repair and operation of Alameda Health System, including outpatient clinics; and to plan, manage, coordinate and supervise the Engineering Services Department. Performs related duties as required.

DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification. 

-As requested, participates in/assists with inspections by regulatory agencies.

-Coordinates code compliance, project management, construction management and contract management of AHS facilities.

-Creates and administers and inspects program (general cleanliness, safety, hazardous material, facility maintenance, code compliance).

-Evaluates performance of subordinate supervisors, makes recommendations regarding employee actions.

-In the absence of the Director, Engineering Services; administers contracts. Evaluates performance of contractors and assist in development of contracts and specifications.

-In the absence of the Director, Engineering Services; manages the facilities and engineering activities within the Alameda Health System.

-Investigates and makes recommendations to the Manager, Strategic Planning and Facility Planning, AHS Staff regarding special projects, major maintenance and capital improvement projects.

-Manages the computerized building management systems and preventative maintenance program. Initiates maintenance work orders and/or requisitions to accomplish non-routine repairs. Determines through subordinate supervisor’s major repair needs of facilities and equipment to support on-going major maintenance program.

-Participates in planning for new construction and advises AHS staff on facility maintenance issues; participates in committees, task force, and other ad hoc groups as assigned.

-Prepares oral and written reports, makes presentations. Communicates with AHS staff and Alameda County Department Staff regarding operations, occupancy, maintenance and alterations and provides quality customer service. Participates in meetings with Engineering Services Department and other AHS Staff.

-Schedules and coordinates departmental training. Manages work programs. Establishes on-the-job training.

-Through subordinate supervisors, manages the facility operation. This includes managing the following functions: maintenance, installation repairs and upgrades of electrical, plumbing, painting, carpentry, and gardening systems.

-With subordinate supervisors, determines methods and procedures for proper use of materials and labor.

-With the Director, Engineering Services develops and manages the budget for maintenance and repair of AHS buildings. Analyzes and recommends the most cost-effective approach to maintenance, repair and renovation of facilities. Provides information and makes appropriate personnel recommendations.

-With the Director, Engineering Services develops, maintains and coordinates facility standards for County owned buildings. Make recommendations to Manager Strategic Planning and Facilities Planning regarding maintenance proposed staffing changes and recommended improvements.


Education: Bachelor’s degree in Facilities Management, Mechanical, Electrical Engineering, or a related field, from a college or university or seven years’ experience managing medical facilities experience in the operational and maintenance of a hospital or healthcare organization in lieu of a Bachelor’s degree.

Minimum Experience: Five years managing medical facilities experience in the operational and maintenance of a hospital or healthcare organization.

Preferred Licenses/Certifications: Possession of a Facilities Management Certificate.
