Summary

SUMMARY:  Under general direction, develops, implements, oversees and facilitates the Accreditation, Risk Management and Patient Safety (ARS) Programs for Alameda Health System. The Risk Program Manager is responsible    for all aspects of ARS Programs in order to protect the Medical Center, its patients, visitors and employees.  This position implements the integration of Continuing Quality Improvement (CQI) concepts, as determined by the Joint Commission into the monitoring of organizational systems as they relate ARS for all campuses and problem solves the quality of patient care and risk issues as they arise. Performs related duties as required.
 
DUTIES & ESSENTIAL JOB FUNCTIONS:  NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Not all duties listed are necessarily performed by each individual in the classification.

1. Coordinates annual ARS review, revision and approvals; directs and coordinates the
collection of surveillance data as recommended by the Director, ARS, federal, state,
county and/or licensing accreditation agencies, evaluates ARS statistics and practices;
coordinates all on-site surveys by The Joint Commission and the reporting of all
Medical Center Departments.
 
2. Develops and updates ARS policies and procedures for the Medical Center; interprets
and implements ARS pertaining to regulatory standards practices; coordinates plan of
corrections and monitoring methodologies when necessary.
 
3. Directs and manages by designing and implementing administrative programs and
projects designed to communicate litigation activities to appropriate medical staff;
develops preventive measures and designs a system which minimizes exposure to
compensable liability for the Medical Center.
 
4. Investigates and analyzes potential and actual professional liability and general liability
exposures in the Health System; evaluates the extent and elements of exposure and
recommends appropriate actions for risk mitigation.
 
5. Participates in Medical Center committees related to ARS; informs Medical Center
administration and interacts with departments in relation to the on-going ARS activities;
provides regular reviews and reports to administration and appropriate regulatory
agencies and committees.
 
6. Plans, develops and evaluates the effectiveness of ARS for AHS; implements new
programs/systems or updates existing programs/systems to deliver services and
improve operational procedures and productivity following modern managerial
approaches and profiles.
 
7. Prepares and manages cost center budget, develops cost effective systems
maximizing the use of existing resources, accurate operational forecasts and planning
for financial variances.
 
8. Prepares reports and analyses progress, adverse trends and appropriate
recommendations or conclusions. -
 
9. Provides a comprehensive plan to identify and take corrective action to eliminate
potential risks for Medical Center patients, visitors, and employees; develops operating
policies and procedures as necessary in accordance with specific objectives of the
various programs administered by the division; investigates, evaluates and
recommends special precautions as requested or when necessary.
 
10. Provides in-service education on risk management topics, both standard basic
education and complex focused topics as needed and/or requested. -
 
11. Recommends and coordinates risk assessment and departmental surveys with AHS
liability carrier and works with other department heads to ensure the implementation of
corrective action and effective risk reduction.
 
12. Represents the Department of Clinic Risk Management on various committees as
required. Performs other related duties incidental to the work described. -
 
13. Reviews, codes and investigates occurrence reports; recommends corrective actions
based on individual reports or trends. Provides quality assurance and peer review
referrals as appropriate.
 
MINIMUM QUALIFICATIONS:

Minimum Experience: Five years of clinical/healthcare administration experience with three to five years of directly related experience in in Regulatory, risk management/patient safety.

Required Licenses/Certifications: Possession of certification from American Society for Healthcare Risk Management, preferred.

Required Licenses/Certifications: Valid license to practice as a Registered Nurse in the State of California.
